In any organisation, people are very good at playing the “game” the way they perceive the “rules” to be written. They are like the smart students at school who learn how to please the teacher; pass tests and even copy when the need arises. Such students succeed because they are good at assessing the game and playing it.
The best people in an organisation behave the same way. They learn the “game” What behaviour is rewarded? What behaviour is punished? What behaviour is ignored?
This “game” is called Culture. Culture is very powerful because people are driven by expectations. If there’s an expectation that people should be creative, then they will seek to be so at every possible opportunity.
If you are a leader, learn how to set expectations (build the culture)
